On May 19, Vice Chairman Nguyễn Ngọc Sâm chaired a meeting with relevant agencies and localities to review the implementation of the arrangement, allocation, and handling of surplus headquarters and public assets of agencies and organizations in the eastern area of the province.

According to the Department of Finance, restructuring plans have been approved for 2,612 out of 4,490 public land and building facilities in the province’s eastern area. Following the restructuring process, 650 facilities were identified as surplus, including 66 provincial-level facilities and 584 commune-level facilities.
To date, competent authorities have issued transfer decisions for 46 facilities, while 585 facilities have been handed over to local authorities for management and handling. However, many facilities have yet to complete the handling and transfer process due to existing difficulties and procedural obstacles.
Concluding the meeting, Vice Chairman Nguyễn Ngọc Sâm requested agencies and localities to accelerate the handling and utilization of surplus public buildings and land facilities, striving to complete the work within the second quarter of 2026 in accordance with the Central Government’s direction.

He also urged relevant units to promptly finalize asset transfer dossiers and complete the handover of provincial-level facilities to commune-level authorities for management and utilization in compliance with regulations.
Localities that have not yet supplemented the functions of managing and exploiting public assets for commune-level public service units under Decree No. 108/2024/NĐ-CP were asked to urgently complete the procedures as a basis for effective asset management and utilization.
Relevant departments and agencies were assigned to establish working groups to monitor implementation progress, conduct inspections, and promptly support localities in resolving difficulties during the process.
