Vice Chairman of the Provincial People’s Committee Nguyễn Công Hoàng chaired a working session with the administration of Lý Sơn Special Zone on Friday morning to review socio-economic development, national defence and security tasks during the first four months of 2026, and discuss key tasks for the coming period.
At the meeting, Hoàng acknowledged and praised the leadership, officials and civil servants of Lý Sơn Special Zone for promoting their sense of responsibility, overcoming difficulties and achieving positive results, particularly in operating the two-tier local government model.
He noted that the special zone had successfully organised the first Congress of the Party Organisation for the 2025-30 tenure, as well as elections for deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-31 term.
The locality has gradually stabilised its organisational structure, while meeting and exceeding socio-economic development targets set for 2025.
Tourism activities have continued to recover strongly, attracting a growing number of domestic and international visitors.
Hoàng also highlighted the locality’s efforts in citizen reception and complaint settlement, noting that the Public Administrative Service Centre has operated stably and effectively handled administrative procedures for residents and businesses.
Social welfare and gratitude policies for contributors to the revolution have been fully implemented, while security, social order and safety have remained stable across the special zone.
The Vice Chairman stressed that 2026 is a crucial year for concretising and implementing the province’s major orientations in the new development period.
He urged Lý Sơn Special Zone to promptly address existing shortcomings and proactively implement socio-economic development solutions.
The locality was asked to strive for a gross regional domestic product growth rate of 10 per cent in 2026, while closely following the Party’s guidelines, State policies and laws, and key breakthrough tasks outlined in the Resolution of the first Provincial Party Congress for the 2025-30 term.
Hoàng also called for continued restructuring of the agricultural sector in association with growth model transformation, improvement of product and service quality, and stronger investment promotion in sectors with advantages such as agriculture and tourism.
He requested the locality to accelerate public investment projects, continue improving infrastructure and facilities serving socio-economic development, and enhance administrative reform and digital transformation.
The Vice Chairman also emphasised the need to effectively implement social welfare policies, closely monitor ethnic and religious affairs, and ensure security and social order in the area.
Vice chairman urges suitable solutions from relevant agencies
Regarding grave relocation and investment in crematorium facilities, Hoàng asked relevant departments, sectors and localities to study and propose suitable solutions in line with local conditions, contributing to environmental protection, pollution reduction, land saving and sustainable development.
Provincial departments and agencies were instructed to promptly review and resolve difficulties and recommendations raised by the locality to ensure the smooth and uninterrupted operation of the two-tier local government model.
According to a report presented at the meeting, Lý Sơn Special Zone recorded positive socio-economic results during the first four months of 2026.
Agricultural production value reached more than VNĐ276 million. The area under winter-spring garlic cultivation reached 314 hectares, with output exceeding 2,708 tonnes, while onion cultivation covered 100 hectares with estimated output of 409 tonnes. Total seafood catch reached 7,710 tonnes.
Total retail sales of goods and services exceeded VNĐ341.5 billion, up 7.25 per cent year-on-year. Passenger and cargo transport revenue surpassed VNĐ27.2 billion, marking an increase of more than 19 per cent compared to the same period last year.
Tourism continued to flourish, with Lý Sơn welcoming more than 56,000 visitors in the first four months of the year, including around 3,200 international arrivals.
The locality also organised a range of cultural and festival activities, including the 2026 Feast and Commemoration Festival for Hoàng Sa Soldiers and traditional boat racing at An Vĩnh Communal House, along with celebrations marking the Party and Lunar New Year, helping promote the island’s image and attract tourists.
Social welfare policies were implemented fully and promptly. The special zone organised Lunar New Year visits and gift distribution for revolutionary contributors, social protection beneficiaries, pensioners and disadvantaged groups.
It also coordinated programmes such as “Warm Border Spring for Villagers” and “Solidarity Spring – Military-Civilian Tet”, while providing free medicine to local residents.
Administrative reform and digital transformation continued to be implemented in a synchronised manner, with the rate of dossiers handled on time or ahead of schedule reaching 100 per cent.
